What is a Home Care package?

A Home Care package is a ‘package’ of funding provided by the Australian Government to help you purchase goods and services that aid you to live independently at home for as long as possible.
Home Care packages are based on a Consumer Directed Care model. Government changes in February 2017 give you greater flexibility and control over the services you choose and who provides you those services, including the option to change provider if you wish. More detailed information is available on our factsheet.

Services available through a Home Care package

  • Personal assistance e.g. with showering, dressing, mobility, meal preparation and eating.
  • Help around the house e.g. assistance with laundry, house cleaning, gardening, basic home maintenance.
  • Community activities e.g. transport and assistance with shopping, medical appointments or attend social activities.
  • Care services e.g. nursing, allied health and other therapies.
  • Equipment e.g. purchasing mobility aids such as wheelie walkers and other items that promote your independence.

These services are also available from Lutheran Community Care as a fee-for service.

Accessing a Home Care package

There are four levels of Home Care packages: basic, low, intermediate and high levels of support.
To find out which level you can access, the first step is to make an appointment with your local Aged Care Assessment Team (ACAT). An ACAT determines your eligibility for services. If you would like some support to contact ACAT please contact the team and we can walk alongside you through this process. Please contact the number below.

You can arrange your ACAT by:

  • Speaking to your doctor.
  • Visiting the My Aged Care website to find an ACAT in your local area.
  • Phoning 1800 200 422.

The cost of Home Care

The Australian Government funds most of the cost and sets a cap on the maximum fees you can be asked to pay. Fees are determined by your income, not your assets.
If you are a full pensioner, the maximum basic daily fee is about $10 a day. This is subject to change in line with changes to the age pension twice a year.
If you are not a full pensioner, you may also be asked to pay a contribution to your package in addition to the basic daily fee.
Financial hardship assistance is available in some circumstances, and other financial assistance (for example, oxygen supplements) may be available.

The My Aged Care website has detailed information about income-tested fees and a fee estimator.

Fee-for-service options

‘Fee-for-service’ is a private arrangement between you and Lutheran Community Care. An ACAT assessment is not required to access fee-for-service. This is an option for:

  • Self-funded retirees or part pensioners who may wish to access services without paying the contribution required for a Government-funded Home Care package.
  • People who are waiting for an ACAT assessment, or for a Home Care package to become available.
  • People who would like to ‘top up’ the services they are receiving through their package.
